II. ORGANIZATIONAL HISTORY
The Purok-2 Alegra, Sitio Supon Village Small-Scale Miners Association (PASSMA) was established through the collective initiative of small-scale miners, workers, and community stakeholders in Sitio Supon Village, Barangay Alegria, Municipality of San Francisco, Agusan del Sur.
Recognizing the need for an organized institution that would represent the interests and welfare of miners while promoting lawful, responsible, and environmentally sound mining practices, community leaders and members united to form PASSMA.
The Association was founded on the principles of self-help, mutual assistance, democratic participation, transparency, accountability, and sustainable development. Through collective action, PASSMA seeks to improve the socio-economic conditions of its members while ensuring compliance with labor laws, environmental regulations, occupational safety standards, and community development principles.
As a registered Workers' Association, PASSMA serves as a recognized organization that advocates for the welfare, protection, empowerment, and advancement of small-scale miners and their families.
III. VISION
To become a nationally recognized and highly respected small-scale miners' association that champions responsible mining, environmental sustainability, workers' welfare, community development, and inclusive economic growth for present and future generations.
IV. MISSION
PASSMA is committed to:
- Promoting the welfare, rights, protection, and empowerment of small-scale miners and workers;
- Supporting responsible, lawful, and environmentally sustainable mining practices;
- Enhancing the economic well-being of members through livelihood development, entrepreneurship, and income-generating opportunities;
- Strengthening organizational governance, leadership, transparency, and accountability;
- Promoting occupational safety, health, and social protection programs;
- Encouraging environmental conservation, rehabilitation, and sustainable resource management;
